An environmental site assessment (ESA) is the practice of identifying "recognized environmental conditions" related to a parcel of property through appropriate inquiry into the previous ownership and uses of the property consistent with good commercial and customary practice. The American Society for Testing and Materials (ASTM) standardized this process under ASTM E1527-05, "Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process." ASTM E1527-05 allows the user to perform an acceptable level of environmental due diligence and satisfy one of the requirements to qualify for the "innocent landowner defense" under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

Colden's Services

  • Perform Phase I ESA in compliance with the ASTM E1527-05 standard and the upcoming "all appropriate inquiry" (AAI) rule put forth by the EPA
  • Review "all available" governmental records and historical documents including Sanborn maps, city directory abstract, aerial photo decade package, and historical topographic map report
  • Perform on-site reconnaissance and documentation with digital photography
  • Perform data reduction and report compilation following ASTM E1527-05 format
  • Provide Phase II sampling services (asbestos, soil, lead, mold)
  • Provide project management and oversight for Phase III remediation services
